Smart City Strategies for the Opioid Crisis

As members of a caring inclusive community Calgarians will strengthen their role as friends and good Samaritans to achieve a 50% reduction in overdose fatalities within the next 5 years through enhanced prevention and emergency response.

What will change for Calgarians if we solve this problem? (Measurable)

The most obvious is the topline statistic of lives saved from which there are significant potential benefits to be achieved - both quantitative and qualitative, everything from emotional and material cost avoidance in coping with fatalities to increased population well-being, sense of community, and family cohesion.

How could we make it happen with technology or data? (Attainable)

"As mentioned, this is an enormous and complex challenge. While health providers, social agencies and first responders do amazing work with existing tools and strategies we could explore ways to support these groups and augment/complement these approaches through smart city technologies.

By way of a few potential examples:

- The use of machine learning and predictive analytics to better determine locations and times of greatest risk;
- The use of mesh networking, sensors, and/or wearables to turn the City into a giant 'call for help' button;
- Location-aware tools to better connect people living with addictions to a caring community of peers, social agencies, and/or first responders;
- Providing better access to supports for traditionally at-risk populations the through the use of blockchain technology;
- New online community tools to better celebrate experiences and stories in overcoming addictions;

and many more...should we choose to focus on this challenge."

What will change for Calgarians if we solve this problem? (Measurable)

"Calgarians will become more involved in the city and more aware of what's going on around them. They will be exposed to more opportunities and more people with a variety of backgrounds and interests. The community engagement within Calgary can drastically increase, making Calgarians feel more included in the city that they call home. Explorcity can contribute to these benefits by allowing people to discover and enjoy their city in a way that is easy and convenient.

How could we make it happen with technology or data? (Attainable)

With technology, explorcity will be readily available and accessible for all people. I will soon be graduating from Software Engineering at the University of Calgary and I have some ideas about how the system could be implemented. Using data mining techniques, information related to events in the city can be collected and aggregated from multiple sources via web scraping and use of public APIs. Web and mobile application development will be needed for a user-friendly interface. Lastly, machine learning techniques could be applied to help personalize a user's experience by recommending events and activities based on their history and interests.

The city has a growing compressed natural gas transit fleet. I would like to propose using hydrogen blended natural gas fuel for the city transit fleets (city buses) and city vehicles. Prior to the full-scale deployment of this idea, a pilot-scale project would be required to determine and collect the data.

Why is this an ambitious idea?

This initiative would transform the entire Calgary landscape. By becoming more compassionate we would see the impacts everywhere, from our citizens living more fulfilled lives, having more work satisfaction, to more inclusion and acceptance, to lowered poverty rates, to more trust and respect, to improved city services such as healthcare, emergency services, and governance.

How do we measure the effectiveness of this idea?

Compassion is not a tangible "thing", however, its impacts are so far reaching. Because of this, measuring the impact of having a more compassionate city would need to be studied. The suggestion would be to focus on certain areas that could benefit greatly from an increased level of compassion and creating some metrics to measure improvements in those areas. In general, however, measurement can be done through surveys, through volunteering engagement numbers, through engagement on social media within the campaign, through to how much chit chat there is on the c-train in the morning! The university of calgary has also conducted some research on how to measure compassion within the nursing profession - this work can be explored and deployed for this initiative as well.

How is this idea attainable through the use of technology or data?

Being more compassionate will actually improve the effectiveness of technology when deployed in our city. Technology is key to deploying the campaign and engaging with citizens. Data from different sources, such as the city, healthcare, employers, general surveys, social media campaign data, can all be baselined prior to launching the campaign and success criteria defined.
